Ah, OK.

As Jeremy said, you can cut it off with a razor. But that will leave that FCL-ish strip of leather. I'm sure an alterations tailor can do it more professionally. I've had good luck getting leather jackets altered at Advanced European Tailoring in Berkeley, California. They take mail-ins.

If you're in the DC area, Bedo's Leatherworks is good. They do leather repair/alternations in addition to shoe cobbler work. Steve has a really good youtube channel. He can get a bit repetitive watching him remove soles and complain about fiberboard heel blocks, but his work is excellent and you can see it in advance of using him. He also has videos of jacket alterations, including replacing torn panels, linings, etc.

They also take mail in work.

Should I trust a local alterations place to remove these epaulets? Is there a place people send stuff to?

If they've done good work on other clothing I don't see why not. I had epaulets removed from a jacket recently and can't tell they were ever there. If the seams look a little wonky afterwards you can kind of work them back into shape.

Schott 7606-30, brand new from a Mercari vendor in Japan.

and a FCL Raymond from another vendor in Japan who has it already in hand and ready to ship. Which means no waiting for a new season preorder to come around. And since I paid less than U.S. retail ($1200) I should be able to get my money back reselling it should I choose to.
