Suppose a seller ships a package a first time and, for some reason unrelated to the buyer, the package does not reach the buyer and is sent back to the seller. If the seller sends the package a second time, who should be responsible for the shipping fees?

Note: I'm the buyer in this situation.

It depends, did the seller put the wrong address? Then it would be his fault and he should pay.
If you gave the wrong address then its your fault and you should supply the correct address and you should pay.

If you were not home to pick it up because it required signing, its your fault (even though it may not be directly your fault, the seller has no control over the situation), and you should pay.

Really it just depends on who made what mistake where, and whoever made the mistake they would have to supplement the other party and pay up.

I think the seller put down the wrong address, as the tracking page simply said the address couldn't be delivered to, but I can't be sure.

If it's due to an oversight on the seller's part, then the seller should pay. If neither the buyer nor seller is at fault, the seller should still offer to pay, but a good buyer should be willing to split it. (Of course, this is somewhat dependent on whether the item being shipped is a shirt or an antique chest of drawers.)

this is the million dollar question. If you have a verified address listed in your paypal account, it shows up to the seller when he receives your payment. If you have an unverified address, or request shipment to a different address, it can possibly put the seller at risk, so if your address is correctly listed on the payment, it shouldn't be your fault.

Usually if a postman tries to deliver a signed for item and you are not at home, the package would be held at the postal depot for 1 - 3 weeks (depending on service). A note would usually be left for you at your home indicating to you to rearrange delivery or go to UPS/USPS/FedEx office to pick up.

If the item shows up not delivered and it has been at least 2 -3 weeks since the item was sent - then that would be deemed your fault (even if postman did not leave a note at your door). Reason why is obvious - if you dont pick up and it gets sent back, hard cheese.

If however, it is less than 2 weeks since seller posted and item could not be delivered - then in my book that is the sellers fault and he either messed up your Paypal verified address or if he did not, then the label must have come off or was unreadable.

If seller messed up, you do not pay. If seller refuses to pay, ask for refund and leave it at that (unless it is an item you cannot live without, in which case pay and leave neutral / neg feedback).
If you messed up by not collecting, then you should pay for postage again.

It is a fairly black and white scenario. The only gray region is an act of god / bad luck - in which case split the difference.

Also if it is a delivery due to no fault of buyer and seller, I would say it's between the seller and the delivery service, buyer not involved.

Not always the case. I had a package delivered, with no indication that they attempted. Called my family member to see if package was sent. It was. Contacted the Post Office. They said it was waiting there and has been for a week. Made it sound like I was an idiot. And you wonder why the Post Office gets a bad rep...

That is the lazy post office delivery man problem - many do not leave a note at the door or in letter box. I usually hedge my bets and track item online. That way I know when it arrives. If I expect a package without tracking and it has not arrived, I usually call post office and ask if they have a package waiting for me.

Thanks for the responses. I used a PayPal verified address and I've never had problems before since my building has a concierge to collects packages. I'm not sure what went wrong, but I don't feel responsible, especially since the seller provided me with an invalid tracking number and I didn't find out that the package had been sent back until I inquired about the tracking number not working. Nevertheless, I'll probably just suck it up and pay for extra shipping cost.

I wouldn't pay for it. It sounds like the seller didn't use paypal to generate the label, since the tracking number was originally invalid. If they generated the label paypal, it automatically send you the tracking number, and there can't be an error on what you receive.

Since they didn't use paypal, there is a likely chance that they screwed up the address. I wouldn't pay for anything. Unless they can show proof of the address on the original label, I wouldn't pay to have it resent.
