Dressy black loafers and dark blue jeans, Good or Bad?

i would say the loafer you have pictured there is more of a suit loafer than a jeans loafer...

think its the height of the heal that makes me think that.

In my loafer there isnt as much detail, the leather doesnt have that shine to it. I'm pretty sure there a casual loafer!

I would personally go with a brown shoe with a pair of jeans but it'll look fine if that's what you have

They're definitely casual, though that's not necessarily because of the lack of shine. That is more likely to be due to the fact that you've never bothered to polish them.

They are generally perceived – and usually with justification – to be clunky and inelegant. I used to have a pair of Patrick Cox loafers that I loved, but I could never get around the huge bullnose on the end of them. Had to eBay them in the end. Honestly though, your outfit will be sharper than that of the average male I would say, but expanding your shoe wardrobe would be a good idea in time.
