Black "Oxford Chukkas" is what I realized that I am talking about. Who makes good ones?

I will be laughed at, but I've been wearing a couple pairs of Hush Puppies chukkas with my suits that are extremely light, flexible, and comfortable to walk in, the Hoffman is best:

I have a $400 AE Bayfield boot, but compared to the hush puppies the AE's are like wearing a giant clunky station wagon on my foot. The AE's slap on hard surfaces and make a lot of noise and are too narrow (though admittedly look more elegant than the hush puppies), the HP come in wide size.

I wear a pair of black C&J chukkas in my rotation. They look perfectly acceptable with a suit IMO.

I've been looking for a "proper" balmoral boot for a while. All the boots I come across seem to be blucher style rather than oxford lacing. I can't bring myself to wear blucher lacing with a suit.

I would never wear boots under a suit. It's more for the casual approve.

I have these. Dress boots started out as a really cool idea.....but got on my nerves after a bit. Always worrying if your pants leg is caught in them. The ones I have (below) are from K. Cole.

With a good pair of boots you wont even notice that they are anything other than Oxfords until you raise your pant-leg. I had a friend who wore boots for three weeks before I realised they weren't just plain toe Oxfords.
