19 and a double brested suit? are you sure this is a good idea?
6 button aswell, that suit will put about 20 years on you- where could you ever wear such a thing- can't wear it to work, can't wear it out and about...

as for the fit- yes size down- it seems counter intuitive but as people have said already, the closer it fits to your body the easier it is to move. In your case the seam where the arm joins the shoulder is an inch too far away from your natural shoulder line, so when you try to move your arms you can't because the articulation is in the wrong place. Size down and you'll feel the difference

This has been answered. Don't buy the suit because it is too big. If you have bought it take it back. The cost of truly fixing it is going to be more than the suit itself.

It is not "a little big", it is very much too large. You can't even make out your body shape in it.

PS.
Yes, the guy in that photo you posted is wearing a suit that is too large.

thanks Mal. i already bought it, its too late to return it now, the only way is to go to a tailor and try to fix it. i kinda like how the double breasted suit in the black and white picture i posted. i like the 1930-1960s look but you think the black and white photo DB suit fits bigger than mines

leave it as is, it's fine. the worst anyone could say is it looks "roomy"; and if you like a 1950s look, that is how that look looks.
