No comment on the other issues since I don't know the guy, but 19-21 degrees doesn't approach "freezing your ass off". Of course this is very subjective issue, but around here the legal guideline for building living spaces is 18 degrees ("adequate") to 21 degrees ("passable") (*). Actually lower temperatures are more healthy.
In any case good luck with your move. I've had my share of annoying landlords in the past, and generally the only right move (no pun intended) is to move out. They don't learn and usually cannot be reasoned with.
