Are you saying that 30 watts are providing 22,000 lumens?
22,000 lumens/30 watts = 733 lumens per watt = impossible.

It depends what you mean by "standard".

It's not really possible to generally convert lumens to watts, since that conversion depends on specific bulb type, efficacy, and other factors. Lumens to watts is apples to oranges anyway.

Incandescent, CFL, halogen, LED bulbs all have different efficacies.

A 75 watt incandescent typically provides +/- 1,200 lumens (efficacy = 16 lumens per watt)
A 20 watt CFL typically provides +/- 1,200 lumens (efficacy = 60 lumens per watt)
I believe halogen bulbs typically produce 75-80 lumens per watt.
The best performing currently available LEDs produce about 150 lumens per watt, so I don't see how that claim above (22,000 lumens/30 watts = 733 lumens per watt) is possible.
