I really want to buy my first high-end suit while there are still some decent sizes on sale right now, but sadly, cannot afford it. However, I will be able to afford it by about April 1st. And I need the suit for sure by the middle of April. Can I count on any good suit sales during that time of year?

Suits are always on sale at discount stores (including STP) and on eBay. The sales won't be quite as agressive as they're not trying to clear stock, but you should still be able to get good deals.

If you provide your size, a specification of what kind of suit you're looking for, and your general location, you may receive more specific advice.

Im a either a 40R or 42R (I believe the latter) and I live in Seattle. Im looking to spend $1500 and under on a slim-ish cut medium gray suit. I have a black pinstriped Fezza suit thats OK, but Im looking for something more striking (and with flat-front trousers).

I think you should be able to get MTM for that. (And my understanding is that very few MTM programs ever have sales.) Or by "striking" do you mean you're looking for a designer suit? And of course given your average size, and the fact that this will be your second good suit, there are all sorts of cheaper options depending on what you want it for, but the archives should be able to help you with that also.

Does Ralph Lauren in Seattle have MTM, or at least a trunk show? for $1500, I think you can get a well-made, slim cut flat front suit from the blue label.
