Is it a good idea to touch up your belts every now and then, at least the area you bend back to buckle? If so, what should I use? Clear shoe cream? Some sort of leather conditioner?

You can use a colored shoe cream the same color as the belt, as long as you are sure to get off all the residue after applying and letting it dry. Lots of belts are made of corrected grain, plastic coated leather, though, so this won't help those.
