The US Attorney for the District of North Dakota has one of those in his office. I thought it was kind of fun. I am sure it is for novelty alone.

We have one in the bathroom of the Cosmos Club. I use it from time to time (without polish) and it does an OK job of buffing my shoes - the problem is holding your foot at all kinds of odd angles in order to try to get all parts of the shoe buffed. It's fine for touch-up work, but as has been previously stated, nothing beats doing it by hand.

I stayed at the Cosmos Club recently but don't recall seeing it there. I tend to get lost everytime I'm there so I don't wander about too much.
