I saw a clothier on the street level on Water Street in the AIG Building near John Street. I believe that it's called Carmine and Arthur Clothier.

Carmine Fabrizio is a legend among some of the older partners on Wall Street. I had heard he was sick and I am not sure weather he is back. Word has it that he will make you anything from a $700 machine made suit to a $12,000 completely handmade suit in 2xxs fabric. I will try to find out some more info.
