A cuff....on the coat sleeve?

On some suit jackets I have something approaching a cuff on a coat sleeve. Â Both of the jackets below were RTW in different decades. Â What is this detail called? Â Where does it come from? Â Does anyone like it? Â I do, sometimes, esp. on the black and brown jacket. A picture:

I love that Flusser SB Peak Lapel one in Wall Street, ie the scene where Bud Fox walks in on GG's meeting and informs him he knows about the fire sale with Blue Star.

To see the turned back cuff, watch the dialog where GG puts his hand on Bud's face and says "I need to know if you are with me", and, when Bud confirms, reluctantly, that he is, GG slaps him several times on the face, affirming agreement.
