If the bottom button is high enough and the suit has a soft construction it will work. The Duke of Windsor has his 2-button single-breasted jackets cut for both buttons to fasten, and as he got older he stopped buttoning the top button. And it worked because the jackets had a soft construction.

Any higher and you risk looking as bad as the jacket that started the discussion. It could go an inch lower and still look find. The button stance looks the same on your 2-button and 3-button blazers, though it looks like the top button on the 3-button blazer would look best unbuttoned. It's pulling too much, which suggests it wasn't meant to be fastened.
