I usually follow up when I send in my application by email. Once, by following up, I managed to have a friendly conversation with the recruiter for a position I was completely unqualifed for. After doing so I received one of 5 interviews from a lot of 200. I am convinced the only reason I was selected for interview was the phone call and ensuing conversation I had with the recruiter.
