why don't they just ban the ip address? its not like he is going to buy business class cable internet with 15 static IPs.

I dunno, my old ISP, you just had to unhook the cable, then plug it back in, to receive a new address. I'm sure the admins would have to actually ban a range of IPs, potentially blocking other, innocent peeps from the same city/service provider. (This happened on another forum I frequent; a whole mess of people from the same school were unintentionally banned).
