As the title suggests, what does it mean when the inner brand tag of a sport coat has a pen strike through it?

Usually the garment was sold at an outlet or sample sale. Pen strike so it can't be returned to a full price store.

Sample sale is when a label sells it's samples, which are garments it used for various business purposes - things that you would send to media for fashion shoots, things that you would put on the runway, etc. When they move into the new season, they usually sell the samples off at a steep discount. Typically the clothing is still in perfect condition, since it was barely used and very well taken care of.

Depends on the label, they decide what they want to do with them. Some of them have sample sales in certain stores, but only select ones (ie it's better to live in NYC for such things). Yoox.com recently had a huge sample sale, where many things were marked down 90%. You kind of just hear about these things.

I have a feeling some shops declare their normal sale as a sample sale, probably to attract more buyers. I have been to some of these sample sale where it looks just like any other normal sale with multiple pieces of the same item or multiple sizes for the same item on sale. And of course the public is welcome to attend.

The other sample sale I read in the magazines are those where fashion editors or treasured customers are invited to attend to grab the things you mention, at knock down prices. This is more to clear the stock and engender more good will among these people. Of course it is not beneath some of these people to sell the things they obtained at marked up prices.

If these things are used for photo shoots and shows and what not, I would think the sizes would be small to fit the sizes of the models and can't fit the normal person. I have seen some of these items which are not normally available in the stores, but made specially for the shoots and shows. These are pretty unique and can be collectible if one is into such items.

I can't really say which category the Yoox sample sale falls into though.
