Where does the belt go?

Hi. Does a man's belt go OVER or UNDER the leather patch/label on the back of jeans when the sides of the patch are unsewn?

Speaking of belts...I have another question.
On some of my jeans the front belt loops have two (2) loops. Why is this? Do you put the belt behind the loop closest to your body or between the 1st and 2nd loop. Not sure why they are there. Sorry for what appears to be an easy Q.

You put it under the 2nd loop. The first (top) loop is for clipping chains wallets or pocket watches.
