What the hell is up with this spare belt loop?

I beleive it's called a "Locker Loop" for hanging your trousers while at the gym.... but I've always seen them on the inside back of the waistband???????

Belt loops/pants doesn't hold the gun in place, the belt does...

The back part of your codpiece passes through it. It keeps it from twisting.

Looks like an attampt at a "modern" nod at the buchle you'd see on 19th century fishback trousers... merely an affectation at this point.

A friend of mine has the same suit and reported the same issue. His tailor wouldn't remove it for him.
