What is this for? Something with tea

I'd search for an old tea thread, but I dont think it can search words of 3 letters or less.

I saw a few of these today at a store and took a pic. It looks like a ceramic oil burner, but they put tea in the top. What is this?

Never knew you could use tea in a burner that way. I always used scented oils. I'll try that.
