It also depends on your daily and job situation and how formal you have to dress. Standard twill like a VBC or Holland & Sherry Worsted will show less texture than most hopsack, which makes it more formal. The dense fabric also makes better trousers, which in term a better suit (most hopsacks just aren't good trouser materials). So if you're a lawyer or work in politics and need to wear a full on suit often then go for the navy twill suit. Durability wise a heavy twill will is definitely long lasting.
But if you are in a situation where you are hardly wearing suits at all, then I would just make a navy odd jacket with hopsack. That would probably get more usage because it has so many different trouser/pants pairings. Really depends on your situation. My first bespoke suit was a worst navy twill and I hardly wear it at all. I wear my navy odd jacket (not hopsack but a fabric with lots of texture) way more frequently because I can wear it wear smart trousers and jeans.
