Hello. I have a tweed blazer where the single button on each sleeve is exactly the same size as the two waist buttons used for doing the blazer up. Is this strange?

Depends on the size of the buttons. Typically, sleeve buttons are 15mm in diameter and the jacket closing buttons are 20mm, but there are variations. Especially more rugged tweed jackets can occasionally have larger buttons on the sleeves. The main indicator is the length of the stitched buttonholes on sleeves vs jacket opening. If these are identical, then the buttons should be too. If not and sleeves' buttonholes are shorter you've got the wrong size buttons on the sleeves.
