Hi Donny,
I just checked: I was wrong. As I can see, the only way to take down the legs is to eliminate (or make shorter) the cuff itself. This would give you appx. 8 cm to play with. There is no surplus fabric folded into the leg, only the 1 cm required for stitching.

Then I could do something like unstitch the cuff, fold 2 inches inside so I get 1 inch of extension.

Confirm that the cuff is 8cm / 3.15 inches?

Correct. I have done this myself to cuffed trousers that were too short. If you are fine with not having cuffs, it's no problem.

The cuff is a bit more than 4 cm, folded over. So yes, 8 cm +.
