Im 5'4 and wear 32's, Is that considered 'fat' for my height?

Also is there some sort of chart that shows the recommended sizes for ranges of heights?

Could always just calculate your BMI, but that isn't accurate for some people.
I'm 6'0 and wear a 32, between 165-170 pounds.

pant "size" has to do with how big your hips are no matter how fat you are. I'm 50-60 pounds heavier than my roommate who is my exact same height and we both wear a size 32. BTW I'm 5'11

Not in all cases, as people have difference body shapes (depending on where they accumulate fat the quickest; pear, apple, hourglass, ruler for example, albeit a bit oversimpliefied) and proportion (torso vs. lower body, hence no uniform jeans wearing spot).

For the record, I'm 5'7 and wear a size 28. Used to wear size 32 when I was chubby, a long time ago.

I used to wear 28/30's but to be honest I think I used to wear them too high and I think thats how I fit into em.

Its just that people who usually wear those 32's are a lot taller than me so I thought I could have been considered stocky

alot of it does have to do with where you wear them. most peoples true waist (2in below your belly button) is around an inch or 2 smaller than their hips. so if you buy something with a higher rise (assuming the legs fit fine) you could get a size or so smaller in you waist. since they will come up almost to your belly button instead of sitting on your hips.
