Paypal, buyer/seller protection outside Ebay

In order to consolidate several parcels, I opened an account with a mail forwarding company in the US. I am living in Germany. The problem is Paypal and its buyer protection (rather the implications it has for the seller) as Paypal is practically the only way to pay for the things I buy from here.

Let's say that I buy a suit here that I want to have sent to my US address (to the mail forwarding company). If I want to pay with Paypal the seller won't ship to another address than my German, right? If he does, Paypal won't protect him but will protect me. What to do?
Here's how I reason.
"PayPal Buyer Protection" doesn't apply off Ebay, correct? Then there is "PayPal Buyer Complaint Policy". It offers less protection but still some. What if I don't provide the seller a shipping address through Paypal, I tick "no address necessary" or whatever it's called. Should the seller then have any reason to worry that I might retrieve my money in an illegitimate way?
What I want to achieve is a quick payment that the seller can accept, without him worrying about the transaction being cancelled and funds returned to the buyer.

I don't think that will be much reassurance to the seller because the buyer can always file a chargeback with the credit card company whether the transaction was on or off eBay.

According to PayPal the best practice for avoiding chargeback loss is to

Follow the Seller Protection Policy guidelines by retaining proof of postage that can be tracked online and delivering to the buyer's address listed on the Transaction Details page.
