In my attempt to add another pair of Goodyear welted shoes to my wardrobe I searched this forum for a list of brands that offer Goodyear welted shoes and couldn't find anything. Off the top of my head, I could think of:

Allen Edmonds
Grenson
Meermin
Loake
Florsheim
Johnston & Murphy

What other options are out there? Looking for a dress Oxford (balmoral), preferrably RTW under $400 (after factoring in coupons/sales and whatnot).

A lot of brands offer Goodyear welted shoes but your price point narrows your selection. Personally, a dress oxford with the thicker Goodyear welted sole just doesn't do it for me. At your price range you will have many more options with a Blake Rapid constructed shoe (which is close).

And please don't use the build a shoe website

The shoes Barney's sells as their house brand that retail for $600+ are typically goodyear welted, and also typically drop below $300 on sale/at the warehouse sale.
