Lapel doesn't lay flat on chest. Can this be tailored?

My shoulders are pretty square and broad. Not muscular, but not super slim, I have a little meat. Im about 6ft - 6ft 1 inch. Every time I put on a suit jacket OTR, the lapels always bunch up when I do up the top button, meaning they don't lay flat. This happens with EVERY brand and cut. I went into two different Moores (chain in Canada) today and got two different opinions. One was that they could tailor the lapel by making it shorter to make the lapel lay flat on the chest. The other Moores I went to said this was not possible. The size I tried on was a Zanetti and Pronto 40R, which I think fits the best other than the bunching, and a 42R which also bunches.

I have bought a MTM before from Harry Rosen but I cannot afford to buy more suits like that as I am still a student. So is this shortening the lapel tailoring technique possible to make the lapel lay flat on the chest like one of the Moores said, or is this technique really not possible? Or if it is, does it maybe ruin the jacket somehow, like its look for example? Thanks for the insight in advance.
