Vest? If I'm exposed, I'm wearing a raincoat (preferably full-length).

Many rain jackets are made of nylon or coated cotton. Most aren't made to retain body heat, so you shouldn't be too uncomfortable in one in warm weather.

The trench coat is a classic for a reason! An Aquascutum or Burberry trench is water proof without a heavy lining. Many models even have a wool liner that can be taken out in summer. One purchase, all year round wear.

... you want something like a thin raincoat or mac, that is waterproof but not too heavy or warm.

I endorse all these recommendations 100% - and don't forget the headgear! Remember, that the more efficiently waterproof a short rain-jacket is, the wetter the trousers become from rain run-off; and an umbrella is much better at shielding from rain the upper half of the body than the lower half, so that in serious rain the frequently-seen combination of short waterproof jacket plus umbrella isn't much good.
