One of the utmost joys of working in the retail industry is that you really don't get a lot of time off during Thanksgiving/Christmas. In my case I have to be in NYC for both of them. I'll get to take Jan 10th/11th off giving me 4 days to travel. I don't think I'm going back to the West Coast as I'll just have seen my family.

In the middle of winter would Washington D.C., Philidelphia or Boston be too miserable to visit if you wanted to get out and do a thing or two and not just lay in the hotel all day and go to the spa?

Miami isn't horrible in mid-January; you'd be more likely to find something to do outdoors even if the city is questionable.

It all depends on your tolerance for the cold. Boston is usually colder than Philly or DC, but it's usually not beyond what you could tolerate while wearing a normal amount of winter clothing and a serious coat.

That said, I'd consider a quick hop to Florida or the Caribbean just for some sunshine.

Yah I don't mind the cold; but, what I meant was unless it is a blizzard does it really limit you from going around and doing a touristy thing or two like the Smithsonian or Lincoln Memorial?

I thought about going to Miami; but, I was hoping to just hop on a train and not have to deal with flights.

A blizzard might stop you, but ordinary winter weather should be no obstacle. If you're using cabs and trains, you won't notice whatever snow and slush are around.

As I recall, the Farmer's Almanac predicts that this winter won't be too severe. The FA's predictions are more reliable than the National Weather Service.
