Consider the following pt01 cotton dress pants that are tagged dry clean only. Can they be hand-washed?

Usually if a cotton fabric is marked dry clean only it is because a wash may shrink the cotton enough to change it's shape and size. Dry cleaning is the only option in this case. Having said that, there are cotton dry clean things I have washed by hand where there wasn't much aggitation which turned out OK. It's hard to tell. Your taking a risk washing. Best stick to dry cleaning.

I wash lots of cotton trousers in the machine that are labelled dry clean only, including 500-euro MTM Rotas, without a problem (always drying on the line). It's hard to know without trying so initially it takes some courage (or recklessness, as the case may be). One issue you will have is pressing; you can get a decent enough crease with an iron but it won't be like the cleaners do with their hydraulic machines. That said, cotton trousers wrinkle quickly anyway, so I don't ever worry about a perfect press with them. It's not a suit.

I suspect they are worried ABOUT THE ******* LINING bleeding in the wash, thus dry clean only
