I don't know about "best" but I've been getting my hair cut at Astor Place for the last 7 years. Prices went up from $12 then to a whopping $14 now. Never went anywhere else

Go to Chelsea Barbers on West 23rd St between 9th and 10th Aves. It is $30 and they give you a traditional men's cut with a straight-edge blade shave. I really like it because the barbers aren't chatty. They just get down to business so you are in and out without the extra crap. SavoirVivre New York

If you want to go to a stylist, your best deals are Bumble and Bumble in the Meatpacking, or Aveda--the schools. Each of them makes appointments and gives free cuts in exchange for you ceding control over the precise style. But you can't beat free. (I believe it includes a shampoo, etc.) Do an online search at citysearch.newyork.com, or flip through the Village Voice or a Metro/AMNY; they are always advertising for new 'models.'

If you want someone slightly spendier ($50 with tip), very talented with scissors, a woman, who also talks very little, PM me. I'll send you my person's contact info. I've stayed with her through 4 years in NY, including 2 salons, and she's now opened her own. She's Japanese and hip and young, but very skilled at what she does. I've never patronized a single person or establishment so loyally, but I will stick with her till one of us dies.

+1 re Chelsea Barbers. Only drawback is timing. Weekdays are usually better Saturdays, when the wait can be really long.
