Ascot Chang shirt; clean first or ask for replacement?

Hello,

I bought my first dress shirts a couple weeks ago. One was from Ascot Chang and it arrived today. Expensive but saw some love here so decided to give it a try.

I'm pleased with the fit and I think it looks great on me. Then I noticed writing under the collar and dark spots behind the buttons. I found them as I was getting ready to wash it.

Should I try scrubbing it with a toothbrush and some laundry soap first? I have vinegar, baking soda, and hydrogen peroxide but I doubt those will help. No lighter fluid, hair spray, or anything else I've seen mentioned.

Or should I just ask if it can be replaced?

Happy and bummed... really wanted to wear this shirt specifically. While I'm at it another question. Is it super wrinkly at the elbow because it's a little long (should shrink a little when I wash it) or because of the fabric? I don't mind either way but I'm just wondering.
