If done right, it can look good. But most people do it wrong.

I wear my boat shoes without socks all the time. I also wear my casual penny loafers (leather and suede) with no-show socks and shorts.

The only time I wear dress shoes without socks is when I am breaking them in - a few hours each day for about 3 days after I get the shoe. I find that the break in process is easier this way, and I'll rightaway know about the fit.
