This is true, except the waist. The waist will always fit you no matter what. You'll want to make sure the thigh measurement is spot on, though. That will either be fine, or tight and stay that way.
^imo, 011 RAWs are generally SD1, the O/Ws are TTS. so, you should be alright on a tagged waist W32 on RAW = W33 on O/W
