Try J. Crew. Seriously!

The thing with clothing stores is that it's weird for a guy to be in the women's section, unless you have to walk through it to get to the men's or the registers are there...

The only place in Target the men really shouldn't be in is the feminine products aisle or again, the women's clothing section. Plenty of other places to bump into women.

What do you do if you order a mail order and don't like her? Can you just send her back for a refund?

Nowadays with the internet you get a good look ahead of time. And if it's not a prostitution thing but an actual bride you're ordering you'd have to travel overseas at least once to meet her. Most of these businesses actually arrange meetings with several women in the country at one time so you can take your pic. Then you have to arrange to get her a K-1 visa to travel here, and there's a lot of immigration paperwork even after the marriage and you've got to stay together for at least two years. At any point you could simply refuse to go through with it and send her home. You wouldn't get store credit or a refund though, and would have to spend again to go visit with another group.
