My chelsea's arrived yesterday after some shipping issues with UPS, $112 CAD duties.

Everyone in the US pays. The bill comes later or you can call in to pay it ahead of time. For the 234908230438290th time, yes, you should pay these fees. For US customers, it will be less than that aforementioned CAD fee.
This must be from how the forms are being filled to fedex when the shoes get shipped out. From my experience with ordering from Farfetch who is an online outlet for boutiques in anywhere from Italy, France, and Sweden, I've never received duty fees. My orders costed anywhere between $300-600 USD and shipped through fedex/ups.With fed ex I usually pay in the low $40 range. It's not stupid it's just part of international shopping and something you should be expecting and aware of. If $40 makes something "not worth it" then don't order it.
