You guys are seriously overthinking it. I grew up in Kingston, and went to Montreal and Toronto, regularly. Kingston is not the coldest of the three places (that would be Montreal), but it is definitely the wettest. Traction, traction is not the problem. Anything with a lug sole is going to be just fine under nearly all conditions, i.e., will work for anything except for black ice, in which case, tread carefully, because unless you are wearing crampons, you are probably fucked, though my parents swear by those wire thingees. It's the wet. If you are going to be over ankle deep in snow, nothing other than Sorels will do. If you are walking in anything else, any pair of waterproofed boots (I use Snoseal) are going to be just fine, unless you decide that you want to stomp into every slush pool in the city, in which case, you need something like a pair of Vasque Sundowners that have been further waterproofed.
This is not as bad as those people from LA who insist that you need a pair of New Balances to walk around NYC, but it's approaching it.
