That's really bizarre. Maybe he uses paper towels over his hands so he doesn't have to touch anything and leaves it shoved in there when he's closing the stall door.

Otherwise, might be some sort of communication thing.

The stall in question is obviously being used as a blind drop. The tp left in the latch indicates the goods have been left for pick up by the second spy.
