Why don't you just get them tailored? I'm sure cutting an inch in the waist isn't too expensive for a tailor to do.
Cutting the waist in pants that aren't designed for it doesn't always work. It could move the pockets and make other things look off. You could ask, but I doubt it would come out well.
But the reality is that if J Crew doesn't fit, then it just doesn't fit and you have to move on to something else. Something that fits crappy is going to look terrible no matter what label is on it.
