If you count Britain as being in Europe, than London without a doubt. If not, try Paris and/or Vienna.

I would say Milan or London, depending on you style. There you'll find lots of options. If price's an issue and you want something specific, there might be other places (e.g Paris)

I prefer Milan for RTW and Naples for bespoke. London ranks #2 and Paris #3 for each category. Business travel takes me to every major capital at least once a quarter; these preferences emerged after several years of exploring each.

I find this a bit of a strange question. No different then asking which US state has the best shopping. Unless you're already planning to hit every single country wouldn't it make more sense to narrow things down a bit? Or is the sole reason of the trip to shop? If it is what type of clothing are you looking for? Do you have size issues?

I don't consider Britain to be European. Politically, yes; socioculturally, not so certain.

London - the selection is endless and the pound is cheap
Vienna - Great selection of craftsman and smaller bespoke stores
Budapest - Cheap, cheap, cheap, Vass

Stuttgart - lots of factory outlets nearby if your into that kind of thing
Paris, Milan - Designer central
