Discounters like Loehmann's and Filene's Basement. However, selection is always hit or miss. I'd say that at the moment, Kultic (an affiliate, see the link above) is probably a very good bet for 7 and other mainstream brands, while Denimbar (also see pinned thread) is a great resource for any type of denim, at a good discount, year round.

i'm gonna be nice
if you want the mainline brands (true religion, 7fam, citizens, diesel, rock & republic), places like off sakes 5th and nordstrom rack, nieman marcus last call are the places to shop. they tend to get the brands a little late for the 'in and hip' crowd but still get them plenty early if you want to be part of the mainstream. for example they didn't have an true religion this time last year when the brand was starting to get hot, but now that they're not so popular (but still popular with the non-sf forum crowd) you can find plenty. typically you can pick it up for 50-60% off at the outlets.
for the hipper brands like apc, nudie, etc you can frequent some of the board sponsors like denimbar.net, not as cheap as the main-line brands but better quality. if you're a brand fanatic this may not suit you.
