Well you could go to Bicester outlet village in Oxfordshire, but even there £400 will not stretch incredibly far. However, if you're very, very lucky, you could get a Ralph Lauren Purple Label suit, shirt and tie for around that price - speaking from experience, it CAN be done, but you do need a LOT of luck. In any case, there's a good chance of a Polo suit, shirt and tie in your size for that budget.

Unless you hit it at exactly the right time to get a suit at the max discount level, you won't score a pair of shoes from eg. Ferragamo there, considering your total budget.

Really, it may be an idea to buy a nice pair of shoes at discount from somewhere like Bicester for about a third or half your budget and then fly out a couple of weeks early and get a tailor recommended by a family member (who has an eye for Western preferences in style) in Pakistan to make you some garments there with the rest of your budget.

Just a thought. YMMV.

Have to agree with the above. Go to Pakistan early, get a name of a recommended tailor in Pakistan, and use that 400 that you got for some suits. A suit wont cost 400 in Pakistan so you dont have to worry. Go for the quality ones though.

Unless Northampton is not that far away, wouldn't it be a possibility to get one or two nice pairs of C&J or Tricker's at their factory outlets?

A tailor in Pakistan is a reasonable idea but perhaps not as 'impressive' as 'Western labels', which is what you seem to want unless I got the wrong end of the stick.

If you don't have that much time left before leaving, I'd just stick to the High street brands eg Zara, H&M and M&S - perhaps you can find some of these at Bicester Village - I do think a Purple label anything isn't really want you need. If you have time, then wait for the sales. There's always ebay and charity shops if you feel that way inclined.

Factor in some alteration costs though.
