Perhaps as the leather softens the fit over the instep improves, thus doing a better job of holding the heel in place??

Perhaps putting in a tongue pad would tighten them up a bit enough to stop the heel slippage.

I think that should work for me. Since the shoes seem to fit nicely except for the heel, I believe that heel snugs or a tongue pad would do the trick. Of course, then I have to figure out an alternative to the custom trees . . .
