Question about sizing

I realize this is probably a really stupid question... I tried searching for the answer.

What does it mean when someone lists a shirt chest size as 18"

Or other sizing listing that seem well below the regular.

No one will help me out? I realize it might sound like a dumb question, but remember, everyone starts somewhere.

When the chest is measured, typically you're only measuring one side i.e. only the front or the back; the tape measure is not wrapped around the whole shirt front and back.

Double the seemingly small number to get the true chest measurement.
