They are definitely not Dovers. In English apron-fronted shoes the apron is a separate piece from the sides and the seam around apron and on the toe is structural (unlike American "Norwegians" where these stitchings are simply decorative). The Poulsen Skone uses a butt seam. Apron and sides are both turned up and stitched together (probably by machine, but I can't see that in the picture. The toe seam is definitely by machine). Edward Green has the apron go over the sides and uses a stitch (skin-stitch), which is similar to a blanket stitch. Equally the toe seam (turned inward) is done by hand, hence the slightly uneven look. http://cobblers.hp.infoseek.co.jp/count009.htm Some designers have the sides go over the apron (also called "lake") then the shoes have a recessed lake.
