The cloth is quite nice, but the cut is so blah and so generic. Looks like a wrongly sized OTR suit.

The overall impression I get is that he is extremely effeminate.

I am certainly no expert, but to me, the cut seems to bring attention to his hips and making them look like the widest part of his body. The pants may be a little wide in comparison to the slim cut of the jacket body as well. I guess this could be the angel of the pic or possible his stance for the photo. Overall, it is a nice looking suit but a bit plain.

You're right on that. I noticed the legs too wide and the jacket too short but I missed the fact that the trousers are never-ending and appear to cover his nipples.

I agree that the trousers are too baggy for the jacket. The color combination is ok, not inspiring.
