Or even better, switch browser to Firefox. There is an option which allows/disallows popups.
If you want to get rid of other ads then download the plugin Adblock. Very good stuff.
There is an option within IE that allows/disallows popups as well. It doesn't work so well though.

Netscape does, too. I find the tab mode makes it less intrusive, and if a pop up manages to get through, it can be quickly aborted before it has a chance to fully load.
Used to use IE all the time, but no more.
