anybody ever altered a t-shirt length before?

has anybody ever done this before? how did you go about asking a tailor if they can do this?

A competent tailor can do it. Make sure s/he uses stretchy thread.

It doesn't really require much skill, but it does require some familiarity with knits and, more specifically, tshirts. Best way to know would be to just ask.

You might have to take in the sides too. When you shorten it, it will usually make the tee more like a cone (if that makes any sense). But it's not a big job.
