I looks somewhat like twill, but I guess the name is different for a reason.

The first time I've ever seen that term was last night when I was browsing the Jantzen web site and found this page with swatches of dobby fabric. It looks to be any fabric with a textured weave. Someone else might have a better definition.

http://www.all-about-fabrics.com/index.htm Check out the dictionary.
Definition of Dobby Fabric With geometric figures woven in a set pattern. Similar to, but more limited, more quickly woven, and cheaper than jacquards, which require elaborate procedures to form patterns.
And
Definition of Dobby Loom A type of loom on which small, geometric figures can be woven in as a regular pattern. Originally this type of loom needed a dobby boy who sat on the top of the loom and drew up warp threads to term a pattern. Now the weaving is done entirely by machine. This loom differs from a plain loom in that it may have up to thirty-two harnesses and a pattern chain and it's expensive weaving.

A house elf. Also, the second most annoying movie character of all time after Jar Jar.
...though in dobby's case, his annoyingness is intentional. the movies have been relatively faithful to the books.

for jar-jar, there's just no excuse. somebody should've slapped lucas before he committed that character to film.

I haven't seen Revenge of the Sith yet but I've been hoping for six years now that Jar Jar gets lightsabered or worse.

And "it's a elf" just may make it as a new catchphrase!
