None of my top favourites have been mentioned yet. A lot of the old Fellini movies had impeccable elegance. And the Germans were probably the best filmmakers up until WWII.

To Catch a Thief is certainly worth mention. However it's mostly the French Gendarme that are wearing the suits in the film. Cary Grant appears in one scene in a suit I think, when he goes to the police station to meet with the Commissioner. That gray sportcoat Grant wears is distinctive, and in the hotel lobby scene, wears it oddly with the bottom button fastened.
