where'd ya get the levi's?
soak them first. odds are they will shrink 1-2 inches in length. i'm 5'6" and i wear jeans with a 36" inseam. i just feel like skinny jeans look better with more stacks.
you can always hem them further down the road, but just make sure they have been soaked first. Dtmt is being a douche, if you get your jeans hemmed without soaking them, you will end up finding a length you like, only to have them shrink becoming high-waters.
its all personal preference.
You guys are just silly telling this dude to soak the Unbranded brand denim a couple times before hemming. I don't even see a point in soaking it once. If you are concerned about shrinking maybe .5" just leave it in the hem. It is pretty normal to wear sanforized denim without a soak. No need.
Unsanforized is a different story, but I'd just leave an extra .5" or so and not bother soaking them.
Here are the jeans after hot soak for 20mins. No real difference.

Hem 3" off or no hem?
I'm about an hour from SF but don't want to drive down there. I have a list of stores I Yelped for hemming jeans. Gonna call up each one and ask if they can do a chainstitch hem. If not, a normal hem will have to do. At least they're < $100, and they're my first pair. So we'll see how they turn out.
The only purpose to keeping the original hem is to preserve any of the original fading or distressing that it may have had when you bought the jeans. Since we're talking about hemming a pair of unworn raws that don't have any fading/distressing, there's no point in asking your tailor to keep the original hem.
Put shoes on.
Roll jeans up until you are happy with how they fit.
Hem to that length.
